No. An Apostille issued by the Washington Secretary of State is only valid for documents intended for use in a foreign country.
Apostilles issued in the United States are not used for documents being presented within the United States, including U.S. states, territories, or possessions.
Federal documents — including FBI background checks — must be authenticated through the U.S. Department of State – Office of Authentications and cannot be Apostilled at the Washington State level.
